stw tidy

Review bounded local cleanup evidence against an explicit integration base. Planning never deletes references, registrations or files and never contacts a forge. Git and jj are native Tier 1 backends; unsupported proof retains work. Apply requires a stored plan, explicit authorization, stale checks and recorded recovery. Owned task retirement requires separate registration and exact filesystem selections.
